Responsibilities



Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties Monitors, analyzes and reports on humanitarian developments, disaster relief / management or emergency situations in assigned country / area.
• Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues.
• Participates in large, complex projects, to include disaster assessment or other missions; assists in the coordination of international humanitarian / emergency assistance for complex emergency / disaster situations and in ensuring the necessary support (eg staff, funding, specialized equipment, supplies, etc .); drafts situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.
• Partners with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
• Manages the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.

• Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.

• Prepares or contributes to the preparation of various written reports, documents and communications, eg drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
• Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., Ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues .
• Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
• Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
• Provides guidance to, and may supervise, new / junior staff.
• Performs other duties as required.

Responsibilities
Under the general guidance of the Coordinator, Research and Capacity Development Branch and direct supervision of the Unit Leader of the Global Urban Observatory Unit, the incumbent will be perform the following functions.

1. Development of indicators and benchmarks for the thematic focus areas of the Medium-term strategic and Institutional Plan (MTSIP) by;
a) Preparing indicators for the thematic focus areas of the MTSIP.
b) Monitoring compliance of projects, outputs and activities.
c) Setting up a Result Based Management (RBM) system with benchmarking frameworks and adequate Logistical Framework Analysis (LFA) matrices that will ensure results-based monitoring and reporting.
d) Developing a business and marketing plan for flagship reports.
2. Management functions:
a) Providing managerial and leadership of staff in regards to work plan and strategies.
b) Providing guidance and supervision in the monitoring and evaluation of reports of UN-Habitat's
 programmes and projects implemented in selected countries and cities that are part of the enhanced Normative and Operational Framework.

c) Providing monitoring services to UN-Habitat's divisions, branches, sections and other UN agencies.
3. Coordination functions:
a) Promoting effective and continuous cooperation with UN-Habitat's divisions / branches to ensure smooth coordination in the use of indicators and benchmarks for the focus areas of the MTSIP.
b) Provide appropriate support to the use of city and slum indicators in UN-Habitat flagships and UN Secretary-General's Reports.
c) Develop collaborative working relations with UN-Habitat's regional offices and the newly established focus areas and other UN-agencies.
d) Establish systems and tools of measurement for city and slum indicators and assist in the monitoring and evaluation of specific programmes.
e) Peform other related duties as assigned.

bring up to date the fundraising plan for UN Action - this will comprise rising-

-Mobilizing wealth for the UN Action Multi-Partner faith Fund and liaising with the UNDP Multi-Partner faith Fund workplace and UN Action Resource organization Committee in relative to the management and planned use of this fund;
-Conceptualize, plan, call together and chair UN Action meetings, including episodic briefings on situations of specific alarm or with specialist academics and practitioners in the ground;
-supply strategic and sensible support to drive the three pillars of UN Action's vacancy (that is: Advocacy for act; knowledge-building and country-level hold up) by contracting / supervision consultants and operational with respective pillar leads;

- Provide support and assistance to the Principal Office in coordinating the departmental activities;

- Review policy documents, including the review and analysis of issues, precedence and consistency with other policy / legislative documents, and coordinate and facilitate feedback and clearance of such documents;

- Research, analyze and present information gathered from diverse sources.

- In collaboration with relevant Offices and Departments, plan special events such as Town Hall meetings and workshops, and coordinate preparation of talking points, background notes, Q & A, logistical arrangements.
