This position is located in the Office of the Under-Secretary-General for Management (OUSG / DM). Within delegated authority, and under the guidance of the Principal Officer, the Administrative Officer will be responsible for the following duties:

Responsibilities



- Provide support and assistance to the Principal Office in coordinating the departmental activities;

- Assist the Principal Officer in the preparation and follow-up of meetings requiring the personal presence of the Under-Secretary-General. In this regard, organizes and prepares written outputs, eg background papers, briefing notes and talking points;

- Produce reports for management as well as contributes to and coordinates reports to the intergovernmental bodies such as the Advisory Committee for Administrative and Budgetary Questions (ACABQ), the Committee for Programme and Coordination (CPC) and the General Assembly, and other policy-making organs, as appropriate;

- Review policy documents, including the review and analysis of issues, precedence and consistency with other policy / legislative documents, and coordinate and facilitate feedback and clearance of such documents;

- Research, analyze and present information gathered from diverse sources.

- In collaboration with relevant Offices and Departments, plan special events such as Town Hall meetings and workshops, and coordinate preparation of talking points, background notes, Q & A, logistical arrangements.

(Human Resource Management)

- Initiate and coordinate actions covering the entire span of human resource activities in the Office of the Under-Secretary-General, eg recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc. ensuring consistency in the application of United Nations rules and procedures;

- Review and evaluate requests for designation, and in coordination with the relevant offices, make recommendations to the Under-Secretary-General;


- Supervise a staff team and provides expert guidance to others on human resource administration and management information issues and practices;

- Represent the Department / Unit at Departmental Panels and appointment bodies;

- Review post incumbency reports for purposes of vacancy management and staffing table control;

- Lead, oversee and coordinate the preparation and implementation of the work program to ensure compatibility with work priorities and objectives.

(General Administration)

- Implement and monitor support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements.

- Supervise a staff team and / or provide advice to others on human resource administration and management information issues and practices to colleagues.

- Provide expert guidance and leadership to more junior staff.

- Perform other related duties as required, eg, reviews of Secretariat offices and departments at headquarters / missions, operational travel programme, adequacy of departmental space requirements, and technology requirements.

Work Experience



A minimum of seven years of progressively responsible experience in administration, project or programme management, human resources management, or related area. Experience in the application of United Nations administrative rules and regulations is required. Experience in intra-and inter-departmental coordination in an international organisation, specifically in the Office of Under-Secretary-General/Assistant Secretary-General, is highly desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.

Languages
