Under the direct supervision of the Chief, Human Resources Services Division (CHRSD), the Human Resources Officer (Area Personnel Section) will be responsible for the management of the area personnel section. In accordance with the established Agency policy and procedures and within delegated authority, the incumbent will:

Primary Duties and Responsibilities
§          Manage the Area Personnel Section; effect, monitor and ensure the implementation of human resources policies, practices and procedures relating to contract management and administration of entitlements for Area staff in Headquarters. Provide operational support and advice to Field Offices as may be required; determine, approve and certify HR entitlements and transactions, including contracts and job offers; and implement transactions on promotion and placement of staff;
§          Identify and advise CHRSD on the need for development, modification and implementation of HR policies and practices; undertake research and analysis, prepare proposals and make recommendations on individual cases (including clarification of  entitlements and/or correction of procedural anomalies);
§          Provide advice to CHRSD, HR practitioners and a wide range of other stakeholders in HQ and Field Offices on the interpretation and application of policies, regulations and rules, and review and provide advice on exceptions. Advise and counsel staff in respect of entitlements, procedures, rights and responsibilities (code of conduct), and other work-related concerns;
§          Manage the Health Insurance Plan for Headquarters-based Area staff; assist CHRSD in monitoring the Group Medical Insurance Plan (GMIP) Agency-wide;
§          Liaise with the ERP Department on the performance of the HRM/ERP system as related to Area staff entitlements; review and propose amendments to the HRM Policy and Procedures manual as required; manage access rights to the HRM system;
§          For HR services and as directed, act as focal point for the Inter-Staff Union Conference (ISUC) on meetings and Area staff requests in close coordination with other HR sections; act as focal point for ASU HQ Amman on issues related to Area staff requests;
§          Monitor, advise and act on disciplinary matters in accordance with established policies and procedures and in close coordination with the Appeals and Grievances Officer;  provide assistance, support and advice to the Appeals and Grievances Section;
§          Participate in human resources projects and task forces on a wide range of HR management issues, prepare reports and make recommendations;
§          Supervise and monitor the work of Human Resources Assistants in undertaking the full range of human resource management activities; prepare the section’s annual work plan and ensure that targets are met;
§          Participate in policy reviews and assist in amendments of Area staff regulations, rules, and Personnel Directives;
§          Manage the implementation of the new e-PER system for Headquarters-based Area staff; and provide advice on performance-related questions Agency-wide.

Professional Knowledge and Experience
·          A university degree in human resources management, business or public administration, social sciences, education or related area;
·          A minimum of six years of progressively responsible experience in human resources management, with specific experience in the administration of entitlements and performance management, including 2 years at supervisory level;
·          Thorough knowledge of staff entitlements and direct experience in interpreting rules, regulations, directives and administrative instructions;
·          Excellent command of spoken and written English.

Competencies
·          Professionalism: Knowledge of human resources policies, practices and procedures and ability to apply them in an organizational setting. Expert knowledge of Regulations and Rules as they relate to administration of staff entitlements;
·          Ability to identify issues, formulate opinions, make conclusions and recommendations, good judgment;
·          Ability to develop clear goals that are consistent with agreed strategies and capability to monitor and adjust plans and actions as necessary;
·          Ability to work to tight deadlines on multiple tasks, often under pressure;

·          Strong interpersonal skills and ability to establish and maintain effective working relations with a variety of stakeholders in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
·          Highly developed verbal and written communication skills, including the ability to defend and explain difficult issues and positions to stakeholders, staff and senior management;
·          High degree of tact, diplomacy and discretion.

Equivalency
When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Desirable Qualifications
·          Experience in the application of United Nations Staff Rules and Regulations as they relate to administration of entitlements;
·          Experience with organizational change activities involving Enterprise Resource Planning (ERP) or Talent Management (TM) systems;
·          Membership with registered HRD professional body;
·          Knowledge of Middle Eastern cultures and employment practices;
·          Experience with UNRWA or other UN/humanitarian agencies;
·          Working knowledge of Arabic;
·          Direct involvement with or exposure to a unionized environment.

Additional Information
The incumbent may be required to travel in the Agency’s area of operations in the Middle East and occasionally undertake relieving assignments.

Conditions of Service 
UNRWA offers an attractive compensation package including annual salary starting at $60,091 net tax free with dependants or $56,091 single, plus post adjustment of 44.1% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.

Under the direct supervision of Chief of Staff, the Staff Relations Advisor is responsible for providing expert advice to the Executive Office, Director of Human Resources and other key stakeholders on matters related to staff relations and management issues. In accordance with established UNRWA policy and procedures, the incumbent will:

Primary Duties and Responsibilities
·         Lead and develop, for approval, related policies, strategies and practices to support staff relation related efforts Agency-wide; lead and coordinate the implementation and evaluation/analysis of  policies, strategies and practices related to staff relations; determine their impact and advise accordingly;
·         Provide strategic-level, expert advice and counsel to the Executive Office and Director of Human Resources on staff relations and management issues;
·         Provide expert, timely, accurate and relevant information and advice Agency-wide to other key stakeholders, as required, on staff relations management issues;
·         Develop, implement and advise on general and issue/dispute specific communications strategies, plans and messages; as required, participate in/ lead meetings and negotiations;
·         Prepare high quality reports, submissions and correspondence to respond to requests and to initiate consideration of new strategies and initiatives;
·         Research and monitor related regional practices and identify trends and issues across UNRWA’s area of operation and develop strategies/proposals to address such trends;
·         Ensure timely and consistent reporting, communications and messaging that support the Agency’s position in coordination with related Departments as applicable.

Professional Knowledge and Experience
·         Advanced university degree in industrial relations, business administration, law, human resources management or related field;
·         At least 10 years of relevant experience, preferably in the field of industrial/labor relations or a combination of labor relations, legal or political affairs, or any other related experience. This should include direct, hands-on experience in negotiating with unions/ staff associations or other stakeholders in the Middle East region;
·         Excellent command of written and spoken Arabic and English.

Competencies
·         High-level analytical skills with experience in a wide range of industrial relations and staff management relations;
·         High-level strategic understanding of UNRWA’s complex work context, national and regional political trends and related implications on the Agency;
·         Ability to provide well-judged, strategic-level and contextual related recommendations;
·         Ability to engage and work effectively with a variety of stakeholders;
·         Demonstrated ability to meet competing priorities and proven capacity to contribute to corporate direction, priorities and teams;
·         Excellent written and oral communication and negotiation skills including the ability to influence and persuade stakeholders (union officials and management) at a strategic and operational level;
·         Ability to exercise initiative and creative thinking in developing solutions to difficult problems and challenges, ability to resolve complex and/or sensitive issues;
·         Knowledge of Middle Eastern industrial relations systems and contemporary standards, practices and legislation, and sound understanding of current and emerging developments.

Desirable Qualifications
Expert knowledge of the Middle East region, cultures, political and socio-economic context and environment.

The Financial Accounting and Systems Officer will  have two key areas of responsibility, comprising: a) ensuring Policy and operational adherence to International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS) and b) be a key focal point from Finance to work with ERP staff in ensuring the planned new ERP system is IPSAS compliant.

As UNRWA both reports and budgets according to IPSAS, the incumbent will be responsible for : a) interpretation of all IPSAS Standards, b) ensure all Budget, Finance and Treasury Technical Instructions comply with the relevant IPSAS Standards, c) act as focal point for resolving any accounting interpretation and reporting issues to ensure that UNRWA is and remains IPSAS compliant and d) will be the key Finance focal point working with the ERP team as required, ensuring that the new ERP system and sub ledgers are IPSAS compliant.

This incumbent will supervise a moderate size professional, technical, and clerical staff in Headquarters and will provide technical guidance to related activities in the Fields.  In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities
·         Interpret all IPSAS standards and act as a focal point to resolve any accounting interpretation and reporting issues to ensure that UNRWA is and remains IPSAS compliant;
·         Interpret reporting requirements under IPSAS with reference to UNRWA’s circumstances; play a lead role in the development and maintenance of UNRWA IPSAS compliant financial statements and reports;
·         Provide a lead role in liaison with the ERP team in testing and proving that the accounting treatment of transactions in the “to be” developed new ERP solution is in all functional respects, IPSAS compliant;
·         Provide a lead role is collating finance department requirements and take primary responsibility in data conversion, training and support activities in the implementation of new ERP system;
·         Coordinate implementation of new accounting standards and financial policies and systems in cooperation with senior staff in Finance Department and Head Field Finance Officers (HFFOs);
·         Provide financial accounting guidance and training to finance staff regarding IPSAS compliance;
·         Maintain regular dialogue on IPSAS matters with internal and external auditors as well as UN stakeholders;
·         Prepare notes, guidelines and replies relating to or arising from implementation of Accounting Standards.

Professional Knowledge and Experience
·         Advanced university degree in accounting, finance, public or business administration, or related field;
·         Membership in a professional body of accountants (e.g., Institute of Chartered Accountants, Institute of Certified Public Accountants);
·         Eight years of experience in the application of the knowledge acquired, including at least five years at a senior supervisory level in a financial accounting division in a large commercial, governmental or international organization;
·         Excellent command of written and spoken English.

Competencies
·         Thorough knowledge of financial accounting standards, computerized finance and procurement systems;
·         Ability to develop and implement appropriate finance policies and technical instructions;
·         Ability to develop and maintain productive relationships with staff and clients of the Finance Department; including the ability to operate effectively across organizational boundaries and in multiple locations;
·         Demonstrated experience in assisting in the development and testing of an IPSAS/IFRS compliant ERP solution;
·         Ability to take initiative, coordinate and integrate multiple inputs to generate common approaches or frameworks;
·         Ability to apply conceptual, analytical and evaluative skills in accounting operations;
·         Ability to conduct independent research and analysis, identify issues, formulate options and make conclusions and recommendations;
·         Demonstrated experience in interpretation of international accounting standards and preparation of financial statements within an ERP environment.

Desirable Qualifications
·         Working experience with either IPSAS or IFRS;
·         Working experience with large contemporary ERP systems.
