Under
the direct supervision of Chief, Budget Division, the Head Programme and
Projects Section works in the Budget Division, which is staffed by two
international and 16 area staff members, supervises the Programmes and Projects
Section and as required, deputizes for the Chief, P-5 in the general supervision
of the Staff Costs and Standards Section headed by a grade 18 post. In
accordance with the established Agency policy and procedures, the incumbent
will:
Primary
Duties and Responsibilities
·
Plan
and oversee the management of activities undertaken by the Section; ensure that
substantive work programmes and activities are carried out in a timely fashion,
in close coordination with External Relations and Communications Department
(ERCD), Programme Support and
Coordination Unit (PSCU) Directors/ Deputy Directors and Projects Officers of
Field Offices, and Directors of HQ Departments
·
Monitor
and supervise projects budget including the preparation of budget data for
submission to donors and control of releases of funds; coordinate with Accounts
Division the preparation of financial reports to donors and keeps Chief, Budget
Division briefed on projects implementation by the operating departments; review
and comment on audit reports and donor agreements;
·
Manage
the establishment and updating of appropriate
project financial management information systems and in the development
of budgetary systems and procedures; draft technical instructions and plan and
implement training programme on budgetary techniques for the Finance and
Administrative staff;
·
Coordinate
the preparation and finalization of projects budget for the Agency’s
Biennium/Annual Budget in coordination with Field Offices and HQ
Departments;
·
Develop
monitoring tools and designs control mechanisms to ensure that projects
expenditures are within budgeted amounts and in line with donor agreements;
examine variations and report to ERCD, Field Offices and HQ Departments ensuring
appropriate action been taken;
·
Provide
timely and accurate financial data and analysis to the Management Committee,
AdCom / Sub-AdCom and
respond to relevant ad hoc donor requests;
·
Act
for the Chief / Deputy Chief Budget Division during their
absence.
Professional
Knowledge and Experience
·
Advanced
university degree in finance, accounting or business
administration;
·
At
least eight years experience in the application of knowledge acquired in 8.1
above, including three years in a senior supervisory position in a large
international, governmental or commercial organization in areas of programme
planning, budgeting or other related financial work;
·
Excellent
command of written and spoken English.
Competencies
·
Proven
skills in modern methods of budgeting including results-based
budgeting;
·
Demonstrated
ability to operate personal computers and knowledge of standard
applications;
·
Excellent analytical
skills;
·
Ability to cope with
multiple tasks effectively;
·
Ability
to work under difficult conditions;
·
Demonstrated
management skills in a multi-cultural environment;
·
Ability
to motivate staff;
·
Excellent
communication skills and an ability to work effectively with people at all
levels in the organization.
Desirable
Qualifications
·
Coursework
in management studies;
·
Experience
in a budget or finance office of an organization in the UN common
system;
·
Membership
in a professional body of accountants such as Institute of Chartered
Accountants or Institute of Certified Public
Accountants .
Equivalency
When
the minimum requirements are not fully met, the Human Resources Department may
substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a
combination of relevant academic qualification, additional professional training
and/or progressive relevant work experience. Note: Work experience alone
or formal qualifications with no relevant work experience are not considered
sufficient for an equivalency determination.
Additional
Information
The
incumbent will be required to travel in the Agency's area of operations in the
Middle East .
Conditions
of Service
UNRWA
offers an attractive compensation package including annual salary starting at
$72,467 net
tax free with dependants or $67,483 single, plus post adjustment
of 44.1%. Other benefits,
subject to eligibility, include education grant, dependency allowance, home
leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty
stations (with the exception of Gaza and Syria ) are family duty
stations. Initial contract is for one
year, with the possibility of
further extensions subject to the availability of funds and the continuing need
for the post.
