Under the
direction of the Director of Human Resources, the Chief, Compensation and
Management Services Division is responsible for leading/managing, developing and
providing expert advice on Agency
existing and new policies and practice in relation to organizational design and
structures, classification standards, salary and benefits surveys and other
compensation
matters. In
accordance with the established Agency policy and procedures,
the incumbent will:
Primary
Duties and Responsibilities
Be
responsible for providing leadership to and for the management and supervision
of the Division which will include the following:
·
Management:
§
Manage
the Compensation and Management Services Division, ensuring that comprehensive
objectives and work plans are established and met in line with the Agency’s
goals and plans and that resources are
efficiently utilized and correct work procedures are followed;
§
Lead,
manage and oversee the development of regulatory aspects of classification and
compensation systems with regards to relevant organization directives, technical
procedures, methodologies, standards and norms;
§
Manage
the performance and staff development for the Division staff in collaboration
with their supervisors, as applicable,
ensuring
that developmental requirements and appropriate programmes are properly
identified, training delivered to staff on compensation, classification, and
organizational design issues; provide leadership and guidance;
§
Identify,
lead and contribute to pertinent initiatives in the context of Agency-wide
reforms and integrate its various components with HR and organizational
strategies based on a thorough assessment of needs of the various stakeholder
groups in the Agency;
§
Establish
and maintain effective work relations with various stakeholder groups in the
Agency including management, staff unions and staff at large; provide expert
technical advice and guidance to Agency leadership, managers and staff on job
design, organizational structures, classification and compensation
issues;
§
Organizational
Design:
§
Lead
and manage major reviews of Agency organization designs including Agency wide,
departmental and inter-departmental structures, work methods and staffing and
implements agreed recommendations;
§
Compensation:
§
Identify
and research strategic and operations issues; analyse and review policies and
documents related to salaries, allowances and other benefits; develop,
present proposals, as needed, for the
Director and for consideration by the Management Committee and
Commissioner-General;
§
Lead
and manage Field salary surveys for Area staff salaries, allowances and terms
and conditions of employment and formulate recommendations within the
established pay policy; responsible for the design, implementation and
maintenance of the Agency salary scales for Field and HQ Area staff; advise
stakeholders on pay policy/issues, specifically
in respect of the competitiveness of Agency pay policy and salaries in
order to retain and recruit qualified staff with the host governments and
private sector as required;
§
Proactively
identify and analyse the full range of compensation issues Agency wide and field
specifics as raised by stakeholders,
including Field Directors/Programme Managers and/or staff unions, and propose
possible solutions;
§
Keep
abreast of new developments and trends in the UN in the fields of compensation,
salary surveys and other related HR topics and subjects. Lead the
development/implementation and or adaptation of related policies and reform
efforts for both international and area staff, as applicable;

Classification:
·
Lead,
plan, develop, revise and implement the Agency job classification system for
International and Area staff and substantively oversee, analyze, monitor and
report on implementation and maintenance;
·
Advisory:
·
Act
as an expert advisor to the Director of Human Resources on compensation,
classification, organization design matters; advise on the impact of actions on
the Agency’s budget and management;
·
Advise
Agency leadership, Field/Programme Mangers/Directors and/or staff unions on
compensation, classification and organization design issues and propose possible
solutions;
·
As
required, represent the Agency at various Interagency fora;
·
Capacity
Building:
§
Plan,
develop and supervise delivery of staff training on classification theory and
practice and compensation and benefit programmes at HQ and in Fields, as
required;
§
Plan
and oversee training on internal management processes and procedures with the
objective to improve efficiency, productivity and quality of the Division’s
output.
Professional
Knowledge and Experience
·
An
advanced university degree in human resources management, public or business
administration or in a related area such as social or behavioural science;
·
A minimum of
10 years of relevant and progressive experience, including at least 5 years in
the UN system, or an international or governmental organization at a supervisory
level;
·
Extensive
experience in classification and organizational design, compensation and
benefits, including wages and salary design, and staff relations and
negotiations;
·
Excellent
command of spoken and written English.
Competencies
·
Highly
developed analytical skills; proficiency in analyzing and presenting information
and data in a clear, contextual and instructive manner;
·
Proven
ability in establishing effective internal and external work relationships at
all levels;
·
Ability to
plan and develop clear goals that are consistent with set strategies; monitor
and adjust plans and actions as necessary;
·
Highly
developed verbal and written communication skills, including the ability to
defend and explain difficult issues and positions to stakeholders, staff and
senior management;
·
Demonstrated
coordination skills and ability to work independently, establish priorities and
meet multiple deadlines;
·
Ability to
negotiate persuasively a range of problems, including sensitive, complex,
contentious issues and to advise senior management and staff on different
options/positions to meet their needs;
·
High level
of motivation; demonstrated initiative and creative thinking;
·
A high level
of tact, diplomacy and discretion;
·
Solid
computer skills and a good working knowledge of human resources
databases.
Equivalency
When
the minimum requirements are not fully met, the Director of Human Resources may
exceptionally substitute part of the unmet requirements with a combination of
relevant academic qualification, additional professional training and
progressive relevant work experience. NB: Work experience alone or formal
qualifications with no relevant work experience are not considered an acceptable
combination.
Desirable
Qualifications
·
Membership
or eligibility for membership, of a registered Human Resources Organization or
Training Institute;
·
Knowledge of
UN Regulations, Rules and policies;
·
Knowledge of
Middle Eastern cultures and employment practices;
·
Working
knowledge of written and spoken Arabic.
Additional
Information
The
incumbent may
be required to travel frequently throughout the Agency’s area of operations in
the Middle East and to other locations.
Conditions
of Service
UNRWA
offers an attractive compensation package including annual salary starting at:
$86,904 net tax free with dependents or $80,734 single plus
post adjustment of 44.1% (subject to change without notice). Other benefits, subject to
eligibility, include education grant, dependency allowance, home leave, pension
fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations
(with the exception of Gaza and
Syria ) are family duty stations.
Initial contract is for one
year, with the possibility of
further extensions subject to the availability of funds and the continuing need
for the post.
