Under direct supervision of the Field Programme Support Officer, West Bank, the Monitoring and Evaluation Officer is responsible for monitoring and evaluation of results and impact of regular, projects and emergency programmes and for providing a basis for evidence-based decision making on necessary amendments and improvements to both assistance and protection interventions.  In addition, s/he will promote accountability for resource use and document, provide feedback on and disseminate lessons learned. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities
·        Set up the monitoring and evaluation system:
§  Develop the overall framework of the monitoring and evaluation activities; clarify the responsibilities and prepare the work plan and the detailed budget for the monitoring and evaluation activities;
§  Supervise the work of the Monitoring and Evaluation office staff; provide guidance and technical support;
§  Guide and coordinate the review of programme log frames including:

(i)       providing technical advice for the revision of performance indicators;
(ii)      ensuring that realistic intermediate and end-of-programme targets are defined;
(iii)    conducting a baseline study on monitoring and evaluation in the West Bank;
(iv)   identifying sources of data, collection methods and resources needed and related cost;
§  Contribute to the development of the Field Implementation Plan (FIP), ensuring alignment with Field /HQ strategy, agreement on programme indicators and inclusion of monitoring and evaluation activities in the work plan;
§  Establish contacts with other monitoring and evaluation stakeholders that the Programme Coordination and Support Unit can contract;
§  Review and provide feedback to programmes on the quality of methodologies established to collect monitoring data, and document the protocols that are in place for the collection and aggregation of this data;
§  Establish an effective system for assessing the validity of monitoring and evaluation data through a review of activities/installations, completed monitoring forms/databases, and a review of aggregate-level statistics reported;

§     Implementation of monitoring and evaluation activities:
§  Oversee and execute the monitoring and evaluation activities included in the FIP, with particular focus on results and impacts as well as in lesson learning;
§  Design the framework for the physical and process monitoring of programme activities;
§  Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts;
§  Coordinate the preparation of all monitoring and evaluation reports; guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission;
§  Prepare consolidated progress reports for the Management including identification of problems, causes of potential bottlenecks in implementation, and providing specific recommendations;
§  Check that monitoring data are discussed in the appropriate forum such as the Programme Group Meeting and in a timely fashion in terms of implications for future action;
§  Undertake regular visits to the fields to support implementation of monitoring and evaluation, check the quality of data produced, and to identify where adaptations might be needed; monitor the follow up of evaluation recommendations with Programme Managers;
§  Foster participatory planning and monitoring; organize and provide refresher training in monitoring and evaluation for programmes and implementing partner staff, local organizations and primary stakeholders with a view of developing local monitoring and evaluation capacity;
§  Facilitate, act as resource person, and join if required any external supervision and evaluation missions;
§  Identify the need and the TORs for specific monitoring and evaluation activities; recruit, guide and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating programme effects and impacts;

§     Lessons learned:
§  Consolidates a culture of lessons learning involving all project’s staff and allocate specific responsibilities;
§  Ensure that TORs for consultants incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system;
§  Facilitate reflection exercises on key internal and external research produced to promote evidence-based planning;
§  Facilitate exchange of experiences by supporting and coordinating participation in network of UNRWA programmes in West Bank sharing common characteristics;
§  Identify and participate in additional networks such as scientific or policy-based networks that may also yield lessons that can benefit implementation of the monitoring and evaluation;

·                  End-user Accountability:
·        Develop field complaints mechanism, related processes and procedures to ensure that departments and programmes have access to and are able to respond to community feedback;
·        Coordinate with departments and programmes the implementation of complaints mechanism including the quality and timeliness of replies provided to beneficiaries’ complaints;
·        Provide regular summaries of key issues raised through complaints mechanism to the field office Management and senior staff of departments with recommendations;
·        Support departments and programmes to internalize the feedback received through complaints system to enhance the quality of activities and services;
§  Conduct studies and research on specific inter-departmental and cross-cutting issues on the causes and roots of problems identified through complaints mechanism or other sources.

Professional Knowledge and Experience
·        A university degree in social sciences, development studies, statistics, economics or related field;
·        At least six years work experience in planning processes, performance management, monitoring and evaluation, capacity building in large governmental or international organization;
·        Excellent command of spoken and written English.

Competencies
·        A solid understanding of the management of cross cutting issues, with a focus on participatory processes, integrated programming, protection and gender issues;
·        Supportive attitude towards processes of strengthening staff capacity;
·        Leadership qualities, personnel and team management including mediation and conflict resolution;
·        Ability to thrive in a fast-paced, multi-tasking environment;
·        Strong organizational skills;
·        Excellent knowledge of advanced statistics and research methodology including skills in sampling techniques and use of computer software for statistical and other relevant applications;
·        Proven skills in critical thinking, assessment and analysis; strong competency in conceptualizing and designing strategic frameworks;
·        Excellent communication, team building and training skills with the ability to establish and maintain effective working relations in and outside the Agency; ability to work effectively in multi-cultural environment;
·        Ability to undertake regular field visits and interact with different stakeholders;
·        Demonstrated ability in report writing and presentation.

Equivalency
When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Desirable Qualifications
·        Knowledge of the Middle East environment and culture;
·        In-depth understanding of political, social and economic issues in the region;
·        Experience with UNRWA or other UN/humanitarian agencies;
·        Knowledge of Arabic.

Additional Information
The incumbent may be required to travel throughout the Agency’s area of operations in the Middle East.

Conditions of Service 
UNRWA offers an attractive compensation package including annual salary starting at:  $60,091 net tax free with dependents or $56,091 single for plus post adjustment of 54.4% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
